Supposedly under the threat that if he did so then Senate Republicans would vote to convict in his second impeachment trial. Can’t imagine a President being threatened into non-action based on the threat of a Senator, effectively blackmail. But Trump did as he was told apparently, and now the two political prisoners, and one exiled, will never be free. Instead, Trump pardoned a long list of dirt bags. What a sad way to go out.
