Why didn’t Hamas kidnap the 600 Americans who were already in Gaza?

600 Americans were already in Gaza at the time of the Hamas attack, a factoid that appears to throw this conflict further down the rabbit hole. Why weren’t they immediately swept up as hostages? This news piece states as fact something that they don’t know directly: that Hamas is preventing those Americans from crossing over into Egypt. Their source? Guesswork, it appears. They do know one thing: Egypt also hasn’t allowed many people out of Gaza at the Rafah crossing. So is it Hamas or is it Egypt that’s preventing these Americans from leaving?
